SI.com, Chris Burke
"He remains the No. 1 pick here because of the near-complete package of pure talent coupled with his advancements as a passer and a leader."
#2 Titans: Randy Gregory, DE/OLB (NEB)
#3 Jaguars: Leonard Williams, DT (USC)

FoxSports.com, Peter Schrager
"Why Winston over Mariota? Winston's game translates directly to the NFL, as he excelled in Jimbo Fisher's pro-style offense, while Mariota's is still a relative unknown in such a formation."
#2 Titans: Leonard Williams, DT (USC)
#3 Jaguars: Randy Gregory, DE/OLB (NEB)

ESPN.com Insider, Mel Kiper
"The bottom line is Winston is the most advanced on-field quarterback in the draft, and while the Buccaneers have a nice set of weapons for an emerging quarterback to utilize there's little evidence they have a future franchise quarterback on the current roster."
#2 Titans: Marcus Mariota, QB (ORE)
#3 Jaguars: Leonard Williams, DT (USC)

SBNation.com, Dan Kadar
"ESPN's top two NFL reporters are starting to lean towards Mariota going to the Buccaneers. Adam Scheffer said last week there's a "sense" Tampa has its sights set on the Oregon quarterback. Chris Mortensen has said the "stars are aligned" for Mariota going to Tampa."
#2 Browns (Trade): Jameis Winston, QB (FSU)
#3 Jaguars: Randy Gregory, DE/OLB (NEB)

WalterFootball
"It's not a matter of what position Tampa addresses, but rather which quarterback it takes. It's obviously between Marcus Mariota and Jameis Winston, and I considered the former the favorite until recently."
#2 Titans: Marcus Mariota, QB (ORE)
#3 Jaguars: Leonard Williams, DT (USC)

ESPN.com Insider, Todd McShay
"The Bucs don't currently have a franchise quarterback on their roster, and while both of the top two QB prospects in this year's class carry with them significant risks (along with considerable talent and upside), it could be tough for them to pass on both."
#2 Titans: Leonard Williams, DT (USC)
#3 Jaguars: Randy Gregory, DE/OLB (NEB)

NFLDraftScout.com, Dane Brugler
"Winston has off-field red flags, but on the field, he has the physical and mental make-up to be the best player in this draft class."
#2 Titans: Randy Gregory, DE/OLB (NEB)
#3 Jaguars: Leonard Williams, DT (USC)

CBSSports.com, Rob Rang "Smith might be precisely the steady hand that Winston needs to take full advantage of his undeniable talent. It is not difficult to imagine Tampa's offense making a huge improvement in 2015 with the strong-armed and accurate Winston firing passes to huge targets Mike Evans, Vincent Jackson and Austin Seferian-Jenkins."
#2 Titans: Leonard Williams, DT (USC)
#3 Jaguars: Randy Gregory, DE/OLB (NEB)

NFL.com, Bucky Brooks
"Winston is the most NFL-ready quarterback in the draft. He is a nice fit in Dirk Koetter's quick-rhythm passing game."
#2 Titans: Leonard Williams, DT (USC)
#3 Jaguars: Randy Gregory, DE/OLB (NEB)
